Norwegian citizens living outside Norway on the Voting Day are entitled to vote provided they at any time have been entered in the Norwegian population register as domiciled in the country, and otherwise comply with the right to vote. Those qualified to vote at the Elections are persons who are 18 years of age not later than December 31, 1995. Persons who are not Norwegian citizens are entitled to vote provided they have been entered in the Norwegian population register as domiciled in Norway during the last three years prior to the Voting Day, and otherwise comply with regulations in force for Norwegian citizens.
