Daniel Heradstveit, Professor and Senior Researcher at the Norwegian Institute of International Affairs, will discuss Jørgen Holst, Foreign Minister of Norway and the main architect behind the Oslo accords, and explore the extent to which small powers like Norway gain leverage in a process of conflict resolution by exercising "soft power."
