The IPCC report "Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation," which was originally proposed in 2008 by Norway and the UN International Strategy for Disaster Reduction, shows that policies to avoid, prepare for, respond to and recover from the risks of disaster can reduce the impact of extreme events. Some of the most effective measures are those that also aid sustainable development. For Norway, the highest threats from extreme weather are first and foremost linked to floods, landslides, increase in extreme coastal high water and compounded events and impacts.
